SOUTH EL MONTE>> The City Council will hold a special election to fill the vacancy created after former Mayor Luis Aguinaga pleaded guilty to a federal bribery count.
While the City Council had voted in August to move forward with plans for a special election in March, City Clerk Rose Juarez presented cost estimates for the special election Tuesday so that the council could make a final decision to either hold the election or appoint someone to the mayor's seat.
